, Diplomat who held the post of Imperial Secretary to the High Commissioner for South Africa, 1884-97. FH claims that Bower, under the influence of Rhodes, deliberately delayed a vital telegram at the time of the Jameson Raid in order to make it look that the raid had the support of the British Government, and that it was he, FH, who uncovered this treachery.
