Searching for an odd childrens book

Hello, I am searching for an odd children’s book that I read sometime between 1971 and 1973. Unfortunately I do not remember the title of the book or what exactly it was about, though a color illustration from the book still stands out in my mind even though I am now in my 40’s. The story line centered on a young girl, her two black cats, and a witch. The illustration I remember was that of the young girl in an old fashioned full length blue and white dress being taken away by the witch in a cloud of fire and the two black cats crying a large blue pool of tears on to the ground over the loss of the girl. I know it’s not much to go on; but if anyone remembers ever reading this book and can remember the title I would be very grateful. Thanks,
